Outcomes

  1. Describe the authorities, directives, and policies of the national structures for disaster management, including the Robert T. Stafford Act, Homeland Security Act of 2002, Post-Katrina Emergency Management Reform Act, Presidential Decision Directives, Homeland Security Presidential Directives, HSPD-5: Management of Domestic Incidents, and HSPD-8: National Preparedness.
  2. Analyze the Federal Response Plan, National Response Plan, and the National Response Framework, including the Emergency Support Functions and the ESF Support Agencies.
  3. Examine the National Incident Management System, Incident Command System and National Response Framework.
  4. Describe structure and components of the Emergency Operations Center (EOC) including the design and structure, roles and responsibilities of stakeholders, interface between federal, state and local governments, media relations, modes of communication and stress management, and analyze the effectiveness and performance of the EOC after an emergency or disaster.
